There is a difference between a damp crawl space and a wet one. Damp is vapor coming off the soil. Wet is liquid water arriving from somewhere and pooling under your floor, and in Macon it usually arrives from one of two directions depending on which side of the Fall Line your house sits on.
North and west of downtown the clay sheds water across the surface, so runoff comes downhill and works under the foundation during heavy rain.
